The project collects information on “opinion leaders”: businessmen, civil servants, media workers, and artists who advocate Russia’s invasion of Ukraine. The goal is to prevent them from evading responsibility at future tribunals. Everyone who enters the database is thoroughly checked. Information is passed on to organizations, bodies and governments of other states.
